There are many legends about cities being under water. At low tide or during a drought the tops of ancient ruins emerged....or the bells of a submerged church could sometimes be heard tolling beneath the waves. (Debussy: Le cathedrale engloutie). Many legends were recorded about doomed cities in the United Kingdom , France , Spain and Germany – particularly in Celtic regions but the stories also occur in a much wider folklore - even Harry Potter!
